It makes sense. The defining feature of masculinity is a desire and a willingness to perform masculinity. Different cultures have vastly different ideas of what that means, but the basic concept — that there is such a thing as being a man, or being like one — is, so far as I know, universal. But I think you can tell a lot about a culture by how restricting and demanding its vision of masculinity is.
